Course Description

This online course is 36 learning hours over twelve weeks. It is recommended that students spend a minimum of 3 hours each week on course work. Students may choose to complete more hours of work on the course in order to explore the content in more depth. 

This course focuses on the functions of government, particularly emphasizing local government. The service delivery part can be adapted to particular services. The first version of this course was designed for fire services and the last unit concentrates on this service. However the course can be adapted to other municipal services merely by altering the last lesson and the last assignment.

The first three units take an historical approach to local government in Canada. Following a general historical analysis of the rise of the nation-state, the first unit concentrates on the municipal reform era of the early twentieth century. The second unit considers the period from the Depression of the 1930s to the 1980s. The third unit considers the last 15 to 20 years. The final unit examines the relationship between fire departments and their local governments.


Fire Officer Certification: Is one of four required courses for Fire Officer IV. Must have earned Fire Officer III from us and all grades must be 70% or higher. Self-serve tracking of progress towards Fire Officer IV Accreditation is available. In order to use this elective course toward the Certificate in Fire Service Administration you must first complete the Certificate in Fire Service Leadership program. In some cases special permission may be granted from the program director to take this as an 'isolated' course (not used toward the CFSA certificate).
